Biography of Senator Anthony Hardy Williams

A lifelong West Philadelphia resident, Anthony Hardy Williams is serving his third term in the Pennsylvania Senate, his second stop in the state Legislature. After a decade serving as State Representative for the 191st Legislative District, he joined the Senate in 1998. His 8th Senatorial District is the state’s most diverse, and includes Darby, Yeadon, Sharon Hill and nine other Delaware County communities, along with Southwest Philadelphia and parts of South and West Philadelphia.

His concerns for his district and leveling the playing field has been a constant force in guiding his policy and district initiatives for over 19 years. He has authored more than a dozen bills. Williams has tackled issues ranging from ending unfair insurance credit scoring practices to curbing natural gas rate hikes to ensuring educational reform and school choice for residents of Philadelphia.

Williams in large part cut his teeth on the state's 1997 charter school legislation, which allowed for the creation and operation of such schools. As a member of the House of Representatives at the time, he was one of only 28 legislators on the Democratic side of the aisle who supported the legislation. After Williams passionately debated the issue on the floor, it passed 137 to 57.

While politically unpopular at the time, parents seeking to enroll their children in charter schools now face waiting lists. That charter-school legislation has led Philadelphia to boasting one of the highest concentrations of charter schools in the country. Known for “walking the talk,” Williams is not only a founding member of the Philadelphia chapter of the Black Alliance for Educational Options, and is President of the Board of the Renaissance Advantage Charter School.

Recent legislation of his ensures that when “teaching emergencies” arise retired educators could return to the classroom without penalty to their pension benefits and he authored language to stem the actions of irresponsible liquor license holders. He is a fierce advocate for intergenerational families, particularly the plight of grandparents and other older relatives who dare to step in to raise children abandoned by circumstance or neglect. A survivor of the 1970s gang war era, Williams abhors the violence that has gripped the streets and lives of so many young people today – particularly young men of color.

During the decade he served in the House of Representatives, Williams co-chaired the Philadelphia Delegation, served as a member of the Pennsylvania Legislative Black Caucus, and was appointed to several Democratic Caucus leadership positions.

In the Senate, he serves as Democratic chairman of the State Government Committee and is a member of the Banking and Insurance, Finance, and the Environmental Resources and Energy committees. Williams currently chairs the Black Elected Officials of Philadelphia County, an ad-hoc group encompassing federal, state and municipal politicians of color. He is also a member of the Pennsylvania Council of the Arts and on the board for the African American Museum in Philadelphia.

A Franklin & Marshall College graduate, he is the son of former state Senator Hardy Williams and Carole Williams-Green, a former schoolteacher and prominent advocate for science education. His grandmother served as matriarch of this political family, the legendary “Mom” Frances Williams, a longtime community activist and mentor to many.

Anthony Hardy Williams and his wife, Shari, have two daughters, Asia and Autumn.
